Introduction
Since its onset in 2001,
HakiElimu implemented programs in Community Governance,
Public Engagement and Policy Analysis and Advocacy.
These programs were effective in informing the public,
generating debate and coalescing progress in education
and democracy. However, some aspects were less successful.
While powerful in intention, in practice the programs
could not be fully realized and posed significant
managerial and organizational challenges.
Reflection emerging from internal
monitoring, evaluation and a process of organizational
development suggested that HakiElimu’s core
focus should be supporting citizens to become
informed, organized and engaged to make a difference
in education and democracy.
Based on this goal, HakiElimu
underwent a process of internal reorganization
in early 2005. The changes implemented were in
keeping with the organization’s original
goals and purposes.
The current program
structure is based on four program units –
media, information access, citizen engagement
and policy analysis and advocacy. The goals of
