The members of HakiElimu are the organisation's ultimate 'legal owners' and are responsible for providing its leadership and direction. This includes the election of the Board of Directors and appointment of independent auditors. The Board of Directors comprises seven people, including the Executive Director, who is an ex-officio and serves as secretary of the Board.
The Board of Directors is responsible for the governance of HakiElimu. This includes setting the overall policies, financial and operations guidelines, supervising the way the Programme is implemented and the appointment of the executive director. The Board Directors serve for a term of two years. The work of HakiElimu is carried out by about 40 staff members in our Dar es Salaam office.

HakiElimu's mission affirms the values of democratic governance, human rights, gender equity and meaningful public participation in decision-making. Consistent with our beliefs and ethics, HakiElimu is committed to cultivating an explicit culture of openness, mutual respect, critical reflection and learning within the organisation.
We strive to practice these values in our programmes and internal processes and also in our relationships with partners and affiliates. Where possible, HakiElimu attempts to reach decisions through a process of consensus that encourages voices of dissent and diverse viewpoints.
Our method of operation is open, inclusive, informal, experimental and creative as we work towards achieving a clear sense of focus, purpose, strategy and action. The question of impact - what difference do we make? - is stressed in all its aspects: relevance, scale, quality and sustainability.
