 Police Rafiki
This booklet is a simple guide to help clarify the roles and relationships between the police force and citizens. Many people seem to have misunderstood this important relationship. Normally, children grow up fearing the police. Many think that the police need to be “tough,” even unfriendly towards people, in order to carry out their duties effectively.

The purpose of this booklet is to correct the misconceptions and create a positive image about policemen and women, among the general public, particularly children and youth. People need to have an appreciation of the work that the police do for the community and see that they can be helpful and friendly.

It is important for the whole community to work together to create this awareness. Promoting peace and harmony is a key responsibility of the Police Force. On the other hand, it is not enough for citizens to merely follow rules and regulations. They also need to collaborate actively with the police to achieve these ends. Each one of us - children, youth, adults and the police – needs to take this responsibility very seriously.

Cartoon Booklet 1

The Cartoon booklets aim to stimulate public discussion on education and governance in Tanzania. The point is for the people to debate these issues of public concern, and think about what is needed to solve them. If you were Government, parent, teacher, pupil, leader or member of the community - what would you do to improve education?

Cartoon Booklet 3

Policies are very important, because they make the road. But policies are only as good as their becoming real on the ground. The true test of development is how policies come alive in the lives of ordinary people across the country.

Third in the series produced by HakiElimu, this booklet focuses on the gaps between policy and practice in Tanzania. It highlights contradictions in development, using humor. The aim is to appreciate, to challenge and above all to stimulate thought and debate.
